There was a dog that walked across the railroad tracks and
the train cut off his tail.  So he turned around to see what

Dear Mr. Laubach:
 
        I don't get it.  Is "train" supposed to be a pun
off of "training" a dog?    Is "piece" supposed to be an
extended allegory, referring to the elusive "peace" that
President Carter is trying to achieve with the Railroad
Industry?
